The proposed ordinance change will increase the street excavation fee from $50 to $75. The proposed increase will result in an estimated $50,000 increase in General Fund revenue. The revenue increase was anticipated as part of the 2016 Adopted Operating Budget. This revenue is budgeted in General Fund Revenue-Street Opening Permits (MUNIS 110010-44240).

DRAFTER'S ANALYSIS: This ordinance amends the street excavation permit fee schedule to increase the minimum permit fee to $75 for all permits. Currently, the permit fee differentiates between permits for single addresses and multiple addresses. Under the amended ordinance, all permits will cost the same. This will simplify administration of the permit and bring permit fees more in line with the costs incurred by the City to administer the fee.

The Common Council of the City of Madison do hereby ordain as follows:
Subdivision (b) entitled “Fee Schedule” of subsection (7) entitled “Excavation Permit Fee” of Section 10.05 entitled “Occupancy of Rights-of-Way” of the Madison General Ordinances is amended as follows:
“(b) Fee Schedule. The minimum fee for each excavation permit for a single address shall be fifty dollars ($50); plus an additional twenty dollars ($20) per 100 square feet for excavation and sixty cents ($.60) per lineal foot for boring. The minimum fee for each excavation permit for multiple addresses shall be seventy-five dollars ($75); plus an additional twenty dollars ($20) per 100 square feet for excavation and sixty cents ($.60) per lineal foot for boring. Excavation permits for utility work in new subdivisions and within the limits of public works projects, where the work is undertaken prior to the installation of pavement, shall only be charged the minimum fee.
