Title
Authorizing a Sole Source Service Contract with Young Parent Collective (Center for Community Stewardship) for Maternal Child Health Services to support the Partnerships for Success Program (2026 C RES -003)
Body
WHEREAS, Young Parent Collective (YPC), operating under the fiscal agency of the Center for Community Stewardship, is a Dane County community organization of peers and allies providing co-support, advocacy, research, and evaluation services to help young parents navigate their parenting and educational journeys; and
WHEREAS, Public Health Madison & Dane County (Public Health) and YPC have partnered on multiple Maternal and Child Health initiatives over the past two (2) years, including collaborative projects with Madison Metropolitan School District (MMSD) and the Medical College of Wisconsin; and
WHEREAS, this funding will support a project designed to develop a comprehensive, replicable approach for supporting young parents in schools, with the goal of improving educational attainment and health outcomes through meaningful engagement in program design, implementation, and evaluation; and
WHEREAS, MGO 4.26 requires Common Council approval of service contracts up to 5 years and not more than $100,000 or more per year if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and
WHEREAS, the funding used to pay for this contract comes from the A Healthier Wisconsin grant; and
WHEREAS, the cost of services will be billed at $93,690.00 ($41,618 in Year 1 and $52,072 in Year 2) to support YPC’s engagement, training, and evaluation activities;
