Fiscal Note
The proposed resolution authorizes an agreement with the University of Wisconsin Population Health Institute to fund a Population Health Service Fellow within Public Health Madison & Dane County (PHMDC). The total cost to PHMDC is $80,000 over the period July 1, 2026 to June 30, 2028. It is anticipated that costs associated with the fellow in 2026 will be accommodated within PHMDC’s existing budget authority. Costs occurring in 2027 to 2028 will be included in future budget requests. Up to $60,000 of the total cost will be supported by grant funds with the remainder being a joint cost between the City and County. PHMDC joint costs are shared by the City of Madison and Dane County according to equalized value as defined within the Public Health Intragovernmental Agreement.

WHEREAS, Public Health Madison & Dane County (Public Health) seeks authorization to enter a sole source intergovernmental agreement with the Board of Regents of the University of Wisconsin System on behalf of the Population Health Institute at the University of Wisconsin-Madison School of Medicine and Public Health and engage a Population Health Service Fellow to support the continued development of the public health workforce and advance departmental priorities. A Population Health Service Fellow is an individual who has completed a post-graduate degree and is prepared to provide high-level service to the department while pursuing additional skill development within public health. This is a two-year postgraduate appointment administered through the University of Wisconsin. Hosting a fellow aligns with Public Health’s educational mission and accreditation requirements to develop the future public health workforce.
