Fiscal Note
The proposed resolution amends the 2020 Adopted Operating Budget and sets the 2020 rate amounts for the Sewer Utility, Stormwater Utility, and Landfill.
For the average residential customer of the Sewer Utility, the rate increase is projected at approximately 5.6%, which would result in an annual increase in charges of about $19.07. The 2020 Adopted Operating Budget anticipated a 7% increase; the primary driver of this increase is changes to Madison Municipal Sewage District charges.
Average residential customers of the Stormwater Utility can anticipate a rate increase of about 14.8%, or $15.52 more annually. The 2020 Adopted Operating Budget anticipated a 9% increase; the primary driver of this increase is the cost of the City's flood studies.
Average residential customers of Landfill can anticipate a rate increase of about 7.7%, or $0.60 more annually. The 2020 Adopted Operating Budget did not anticipate an increase to Landfill rates; the primary driver of this increase is an increase in the City's Cost Allocation Plan-related charges to Landfill.
Overall, the average residential customer’s annual bill is projected to increase about 7.7% or $35.19 in 2020.
Revenues and expenses consistent with these charges have been built into the 2020 Operating Budgets of the Sewer Utility and the Stormwater Utility, although some levy-neutral budget adjustments will need to be made (detailed out in the attached pdf). No additional appropriation is required.
