PREAMBLE
The City of Madison and the Wisconsin Department of Transportation (WDOT) propose to enter into a cost sharing agreement for the design and construction of the proposed signal modification project at the intersection of Aberg Avenue and Shopko Drive.
The agreements with the WDOT for cost sharing define the terms under which the City is awarded federal funds, and the agreements require that the City of Madison indemnify the Wisconsin Department of Transportation. City APM 1-1 requires Common Council approval whenever the City indemnifies another party.
WHEREAS, the Wisconsin Department of Transportation (WDOT) administers the Highway Safety Improvement Program (HSIP) and has approved a safety project for the City of Madison at the intersection of Aberg Avenue and Shopko Drive, designed to reduce accidents at this intersection; and
WHEREAS, the modifications will include new traffic signals over each lane and upgrades to the traffic signal cabinet and detection system, and is planned for construction in the year 2017; and
WHEREAS, design and construction are eligible for 90% HSIP funding, and the local share of 10% will be paid by the City of Madison.
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are hereby authorized to execute agreements for cost sharing with the State of Wisconsin Department of Transportation for traffic signal modifications at the Aberg Avenue and Shopko Drive intersection.
