SUBSTITUTE - Requiring designers to consider traffic noise and the ability to recycle pavements when designing streets in the City of Madison.
Body
WHEREAS, road noise increases with traffic speed.
WHEREAS, noise pollution associated with arterial highways is becoming an increasingly important issue to constituents;
WHEREAS, Madison currently has high speed arterial streets many of which are county and state roads, and interstate highways innervating and circumventing our borders;
WHEREAS, the smoothness of a new road pavement is directly related to the noise level;
WHEREAS, there are constant improvements made to materials used for road construction; many of which are more environmentally friendly, durable, and may reduce the stress and inconvenience of residents and businesses during the construction period;
WHEREAS, the City of Madison is a leader in recycling and environmental stewardship and should be looking for materials that will be used in the city which align with those ideals;
WHEREAS, the incorporation of existing resources reduces the amount of new natural resources required for a construction project;
WHEREAS, the City of Madison should consider the future recycle ability of the materials used in road and street construction;
NOW, THEREFORE, BE IT RESOLVED, that the City of Madison shall consider traffic noise when designing streets with a design speed of 50 mph or greater, and
BE IT FURTHER RESOLVED, that the City of Madison shall give weight to the ability to recycle the pavement when choosing the pavement type, and
BE IT FURTHER RESOLVED, that the City of Madison shall petition County, State, and Federal Government to consider traffic noise and recycling when choosing pavement type for their projects.
