The proposed resolution authorizes the award of a sole source contract with Traffic Control Corporation for the purchase of 75 licenses for the Econolite Centracs System which is used to monitor and manage traffic signals. The additional licenses will allow Traffic Engineering to continue to bring existing signals on to this system as well as add signals currently under construction and other future traffic signal installations. The total cost of the contract is $55,000. The Traffic Engineering 2018 Capital Budget includes $820,000 for Traffic Signal Installation project (Munis project 10427). Funding is available in the project for the contract.

PREAMBLE
The proposed resolution authorizes the execution of a sole source purchase of materials and services with Traffic Control Corporation (TCC) for the acquisition of 75 Additional Licenses ($55,000.00).

Traffic Control Corporation is the regional supplier of the Econolite Centracs System Software, which is the software used to control and monitor traffic signals maintained by the City of Madison.

The City of Madison uses the Econolite Centracs System Software to monitor and manage traffic signals within the City of Madison as well as some signals outside the City of Madison for other municipalities. Each intersection added to the software requires a license. Currently the City of Madison has used all of the current licenses used and requires more licenses to continue to bring existing signals to this system as well as add signals currently under construction and other future traffic signals.

WHEREAS, MGO 4.26 requires the Common Council to approve service contracts exceeding $25,000 if the contractor was not selected through a full competitive selection process,
