The resolution provides for a reallocation of previously approved expenditures. There is no net fiscal impact.
Title
Reallocating previously approved CDBG funds to alternative Southwest Neighborhood Projects.
Body
WHEREAS, the Common Council approved the CDBG Commission recommendations to allocate CDBG funds for select projects on the southwest side through resolution file ID 08034 and 11511 and,
WHEREAS, the Southwest Downpayment Program targeted only to the Betty's Lane/Theresa Terrace area and the Home Security Program have been available for 9 months with extremely limited interest in the programs and,
WHEREAS, the former Southwest Steering Committee members were contacted to ask about other opportunities for usage of CDBG Southwest Project funds and,
WHEREAS, the former Southwest Steering Committee members and CDBG Commission members recommend the Southwest Project funds be reallocated to alternative projects to increase the potential for usage before the end of the year when the funds expire:
NOW THEREFORE BE IT RESOLVED, that the Common Council approve the provision of the amounts designated below for the particular projects and authorize the Mayor and the City Clerk to enter into agreements with the indicated agencies to implement the approved projects:
Up to $15,000 to Madison Metropolitan School District to support rehab of space at the Meadowood Mall to create a pilot neighborhood center to serve the residents of the southwest neighborhood.
Up to $80,000 for an expanded Downpayment Program available to a broader geographic area of the southwest side or to conversion of multi-family rental units to owner-occupied units proposed by a non-profit agency and approved by the CDBG Commission and the Common Council once a site is selected.
