Eliminate Planning Council programs in the budget of the Office of Community Services and transfer funding to the Planning Unit to support neighborhood planning processes.  The Planning  Unit will develop a competitive grant process for the allocation of grants in support of neighborhood plans. Transfer Planning Council programs funding from the budget of the Office of Community Services to the Planning Unit to support Neighborhood Planning Councils. The Planning Unit will develop a process to equitably allocate resources to the Planning Councils in support of neighborhood associations. Transfer Planning Council program funding from the budget of the Department of Planning and Development - Office of Community Services to the Department of Planning and Development - Planning Unit to distribute funding to Neighborhood Planning Councils in accordance to the current two-year contract ending in 2006. The Department of Planning and Development will engage in a public process to make recommendations in anticipation of future funding to support neighborhood associations through Neighborhood Planning Councils.
