Fiscal Note
The elimination of web based reporting is expected to save approximately $13,000 annually, on average. There will also be a greater emphasis on citations for enforcement. Higher bond amounts, expanded citation powers, and increased penalties are expected to result in a minor increase in General Fund revenues, possibly in the range of $3,000 to $10,000 annually. No additional appropriation is required.

DRAFTER'S ANALYSIS: This ordinance adopts and confirms an Exhibit E revising portions of the City’s Erosion and Stormwater Runoff Control Ordinance that will implement recommendations of the Construction Erosion Control Subcommittee of the Commission of the Environment, eliminate web based reporting of erosion control inspections, and strengthen City standards and enforcement tools regarding erosion and stormwater control.

The Common Council of the City of Madison do hereby ordain as follows:
All of Exhibit E amending Sections 37.03(4), 37.04, 37.05(2), 37.05(6)(b), 37.05(7)(a), 37.05(7)(b)6., 37.05(8), 37.06(1), 37.06(3), 37.08(1), 37.08(2), 37.08(5), 37.09 and 37.11, 37.12(7), 1.08(3)(a), and 1.08(3)(b) and creating Sec. 37.08(6) is hereby adopted in its entirety and confirmed in all respects.
Said Exhibit E is published in pamphlet form by direction of the Common Council of the City of Madison, in accordance with Section 66.0103, Wisconsin Statutes.
