SUBSTITUTE Accepting the parking study and final parking count determination for the Village on Park.

Body

WHEREAS, on May 24, 2021, the City of Madison Common Council adopted Legistar #64795 (RES-21-00380) amending the Project Plan for TID #42; and

 

WHEREAS, the City of Madison Common Council passed Legistar #64975 (RES-21-00381) on May 18, 2021 amending the CDA Redevelopment’s 2021 Adopted Capital Budget to create a Village on Park Redevelopment capital project and appropriate $3,000,000 for the initial planning, testing, and demolition costs associated with the project which is to be funded by TIF proceeds from TID #42; and

 

WHEREAS, the City of Madison Common Council as a part of Legistar #64975 (RES-21-00381), directed the results of the parking study for the Village on Park and a final parking count determination be presented to the Common Council for approval before funds are expended to design any parking structure; and

 

WHEREAS, Community Development Authority of the City of Madison engaged Strang, Inc. on May 24, 2021 to perform a Parking Analysis/Test Fit Study for the Village on Park (the “VOP Parking Study”).

 

NOW, THEREFORE, BE IT RESOLVED, that the City of Madison Common Council does hereby approve the attached VOP Parking Study; and

 

BE IT FURTHER RESOLVED that City Staff are directed to continue with redevelopment efforts for the Village on Park, including, but not limited to, incorporating a parking structure per the VOP Parking Study in  a revised Village on Park master plan. with the goals maximizing community benefits, creating parking in the most efficient form possible, and minimizing the number of single occupancy vehicle trips to the site by implementing Transportation Demand Management measures and minimizing the amount of parking to the extent feasible.
