Fiscal Note
The purpose of this Resolution is two-fold. It proposes:
(1) To accept Dane County's matching funds as described herein, and to amend the associated Affordable Housing service of the Community Development Division's 2022 Adopted Operating Budget accordingly:
- Revenue: +$75,000
- Purchased Services: +$75,000;
The Common Council authorized a corresponding $75,000 commitment of City funds to put toward this same effort in the 2022 Adopted Operating Budget through Common Council Amendment #3.
(2) To authorize CDD's issuance of an RFP process to select a consultant to provide study-related services in connection with an update to the Community Plan to Prevent and End Homelessness.

BACKGROUND
During the City of Madison's 2022 operating budget process, the Common Council transferred $75,000 from Direct Appropriations to the Community Development Division ("CDD") to help fund a consultant study for a new Community Plan to Prevent and End Homelessness, as required by the U.S. Department of Housing and Urban Development ("HUD") (Operating Budget Amendment #3). The Dane County Board similarly appropriated $75,000 in its 2022 Operating Budget for the same purpose. The combined total of $150,000 will be used to fund consulting services to be provided in 2022 by an entity selected via a Request for Proposals (RFP) process.
