SUBSTITUTE - Adopting the Recommendations of the Ad Hoc Downtown Public Restroom Committee

WHEREAS, the Common Council adopted resolution ID# 32078, RES-13-00864 on November 19, 2013, requesting city staff to assemble a report on the potential locations, including new and existing facilities for public restrooms in the downtown area that could be operated 24 hours a day, 7 days a week; and,
WHEREAS, the Common Council adopted resolution ID #34004, RES-14-00432 creating an Ad Hoc Downtown Public Restroom Committee (the “Committee) on May 20, 2014, to recommend to the Council and Mayor proposed locations, design and operation aspects of one or more public toilets in the downtown area; and,
WHEREAS, staff completed the report and the Common Council adopted resolution ID #33930, RES-14-00570 accepting the Downtown Public Restroom Staff Report on July, 16, 2014; and,
WHEREAS, the Common Council approved $300,000 to fund one or more public restrooms in the downtown area in the 2014 Capital Budget and reauthorized this funding in the 2015 Capital Budget; and,
WHEREAS, the Committee has developed recommendations based on review of the Downtown Public Restroom Staff Report, research of existing public restroom infrastructure in the downtown area, research on potential types of restroom facilities, and discussions with various stakeholders; and,
WHEREAS, the Committee through its research and efforts realizes that a “one-size fits all” public bathroom will not serve the needs for visitors, homeless and late-night bar customers and that a successful strategy will need to consider opportunities for solutions for each demographic group.
