The 2012 Streets Division Adopted Operating Budget contains funding of $150,000 for work on long range sustainable waste and energy solutions.  (See highlight #7.)  The cost of this component is not to exceed $99,200.  Account GN01-54950-632208-00-6329000.

Authorizing the Mayor and City Clerk to enter into a design engineering contract with Organic Waste Systems, Inc. for completion of an anaerobic digester feasibility study.
Body
The City has selected Organic Waste Systems (OWS) as the consultant to conduct an anaerobic digester feasibility study.  The biodigester would recover energy from the anaerobic digestion of municipal source-separated organics from households, restaurants, grocery stores, and other institutions.  The study includes analysis of relevant biodigester technologies, an economic analysis, and a feedstock bench top analysis.
 
 
WHEREAS Organic Waste Systems, Inc. is a professional consulting firm qualified to complete this type of work and,
 
WHEREAS it has been determined that Organic Waste Systems, Inc. submitted the best qualified proposal for this project,
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City Clerk are authorized to enter into an agreement with Organic Waste Systems, Inc. for consulting services for completion of an anaerobic digester feasibility study.
