In 2017, the Common Council approved an ordinance (Legistar File # 47273) creating the City’s Percent for Art program. This ordinance requires that 1% of City-contributed funds for certain public works projects exceeding $5 million be set aside for public art, beginning with the 2019 capital budget. The proposed resolution authorizes the first public art project from this ordinance. Percent for Art funding for the proposed project is tied to Metro Transit's Facilities Repairs and Improvement capital program, and the art installation will be located at Metro's maintenance facility at 1101 E. Washington Ave. The cost for design, fabrication, and installation is not to exceed $110,000. Percent for Art funding currently available from Metro's Facilities Repairs and Improvement program is $132,000. Any unspent funds upon completion of the project shall transfer to the Arts Aggregated Fund or the Art Maintenance and Conservation Fund.

WHEREAS, on December 1, 2020, the Common Council authorized staff to issue a call for artists and run a process to select an artist to create a site-specific artwork for the Metro Transit Maintenance Facility at 1101 E Washington Ave (RES-20-00800, File ID #62652); and
WHEREAS, on May 7, 2021 the City issued a request for qualifications for artists interested in creating public art proposals for the Metro Transit Maintenance Facility; and
WHEREAS, on June 21, 2021 the City extended the deadline for the request for qualifications to October 29, 2021 to allow staff to increase promotion of the opportunity; and
