The proposed resolution authorizes a sole source purchase for software maintenance utilized by Traffic Engineering. The total cost for the proposed contract is approximately $55,000. Half of the proposed contract ($27,500) is for services that were received in 2019, and the other half is for services that have been received in 2020. This contract will be funded through Traffic Engineering's existing purchased service appropriations.

WHEREAS, the City of Madison has established a uniform traffic signal controller product for consistency in routine operations and maintenance, and for compatibility with centralized Advanced Traffic Management System (ATMS) computer software used for remote monitoring, programming changes, and traffic responsive/adaptive algorithm capabilities; and,
WHEREAS, a key recommendation of the Madison Area Transportation Planning Board’s Regional Transportation Plan 2050 is to build a well-connected network of regional roadways to accommodate future growth and efficiently distribute traffic within the Madison Urban Area; and,
WHEREAS, to further build a well-connected network, the majority of communities within the Metropolitan Planning Organization (MPO) use traffic signal controllers of the same variety for interoperability, including those that are State- and County-owned, as well as those that are maintained by the City of Madison Traffic Engineering staff via existing agreements; and,
WHEREAS, the current brand of traffic signal controller product has been used by the City of Madison since at least the late-1980’s and has established a history of familiarity and uniformity; and,
