Title
Amending Resolution, Legislative File No. 38465 to authorize a one-time increase in the maximum award amount from the Healthy Retail Access Program for the Madison Oriental Market, LLC approved by the Madison Food Policy Council.
Body
WHEREAS, On June 19, 2015 Common Council adopted RES-15-00521 to create the Healthy Retail Access Program and authorized the Madison Food Policy Council to make awards through this program of up to $100,000; and,

WHEREAS, Since that resolution was adopted, the Healthy Retail Access Program Fund has grown to $300,000 in annual appropriations within the Capital Budget; and,

WHEREAS, The Madison Food Policy Council has accepted an application from Madison Oriental Market, LLC to make substantial improvements to a small-footprint grocery store, which will provide affordable, healthy, and culturally relevant food products to Northside residents in the amount of $150,000 and on May 1, 2019 the Food Policy Council approved a tentative award; and,

WHEREAS, Madison Oriental Market, LLC is an operation that will be owned and operated by members of the Sherman Neighborhood; the owners are working with established organizations like the Northside Planning Council’s FEED Kitchens on technical assistance and store promotion; and the owners plan to hire diverse staff, creating culturally appropriate food preparation options; and,

WHEREAS, 69% of the total cost of business improvements for Madison Oriental Market, LLC -- building renovations, equipment purchases, inventory procurement, and other associated costs -- are being financed by the owners; and,

WHEREAS, The funds in the budget for the Healthy Retail Access Program currently total $420,517.00, clearly illustrating that there is more than adequate funding to support this award,

NOW, THEREFORE BE IT RESOLVED, That the Common Council authorizes the Madison Food Policy Council to make a Healthy Retail Access Program grant agreement awarding $150,0...
