The 2016 Adopted Capital Budget reauthorized $500,000 for the installation of a public art piece on the 700/800 blocks of State Street (MUNIS project 10306). This project is funded from TIF proceeds from TIF District 32. The 2017 Adopted Capital Budget also reauthorized the funding at $200,000. The estimated project cost is $160,000 for project design and fabrication ($12,000 in design costs have already been expended.) An additional $28,000 will be held in reserve for contingencies.

Approving the initial concept design and authorizing the Mayor and the City Clerk to execute an agreement for design, fabrication and installation between the City of Madison and RDG Dahlquist Art Studio for creating a site specific public art feature for the confluence at the intersection of State Street, the Library Mall, and East Campus Mall.

WHEREAS, in April of 2002 the Madison Common Council unanimously adopted the State Street Design Project Plan, which included an emphasis on including public art as a component of the street's redesign, including a public art feature in the 700 or 800 block phase of the State Street reconstruction project; and
WHEREAS, in August of 2016, the Madison Common Council unanimously adopted Resolution RES-16-00588, authorizing the process to select a public art feature for this site; and
WHEREAS, a Selection Team consisting of the Public Art Subcommittee of the Madison Arts Commission and two members elected from the Downtown Coordinating Committee, selected three finalists to submit design concepts for review; and
WHEREAS, on November 18, 2016, the Selection Team recommended to the Madison Arts Commission, Downtown Coordinating Committee, and the Common Council that the commission be awarded to RDG Dahlquist Art Studio for their concept entitled Both/Add - Tolerance/Innovation; and
