PREAMBLE
In 2004 the City initiated a trenchless sanitary sewer rehabilitation program designed to extend the useful life of suitable sewers at a significantly lower cost than open-cut excavation. Since then Madison has rehabilitated 69,379 linear feet of sanitary sewer main using cured-in-place pipe (CIPP) at an average cost of $30.83/lf.
The 2011 contract for cured-in-place rehabilitation includes the lining of approximately 14,673 linear feet of sanitary sewer mains. The contractor performing this work has requested permission to perform the work required to line one segment of sanitary sewer main in the 1500 block of Regent Street and 2 segments of main in the 5700 block of Monona outside the hours of 7:00 AM to 7:00 PM. The total length of these three sanitary sewer main is 990 linear feet.
Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities outside of the hours of 7:00 AM to 7:00 PM with the passage of a resolution and a hearing before the Board of Public Works. The contractor performing this work has requested permission to work required to line the one segment of sanitary sewer main in the 1500 block of Regent Street and 2 segments of main in the 5700 block of Monona outside the hours of 7:00 AM to 7:00 PM for the because:
1. The three sections of sanitary sewer main to be lined have high flow during the hours of 7:00 AM to &:00 PM and serve a number of commercial customers, including restaurants. The water usage of customers directly connected to the sanitary sewer main segment being lined is restricted to that which can be stored in the private property owner’s private sanitary sewer lateral. This poses a hardship to commercial customers, particularly restaurants.
