Fiscal Note
The proposed resolution accepts the report from the Madison Police Department Policy & Procedure Review Ad Hoc Committee. No appropriation is required to accept the report; however, there are a number of recommendations offered which may require appropriations at a later time.

WHEREAS, the City of Madison created the Madison Police Department (MPD) Policy and Procedure Review Ad Hoc Committee (“Ad Hoc Committee”) through Resolution File No. 37863, adopted by the Common Council on May 19, 2015, to review policies, procedures, culture and training of the Madison Police Department by hiring an expert in community policing, law, problem oriented policing, racial disparities, restorative justice and implicit bias; and,
WHEREAS, the Ad Hoc Committee first met on December 8, 2015; and,
WHEREAS the Ad Hoc committee members listed below represent a diverse and committed group of residents who have worked on this report for countless hours:

WHEREAS, on October 13, 2016 the Ad Hoc Committee recommended the selection of Michael J. Gennaco d/b/a/ OIR Group (“OIR Group”) as the consultant to comprehensively review MPD’s policies, procedures, culture, and training and write a report; and,
WHEREAS, the MPD Policy and Procedure Review Ad Hoc Committee received the OIR Group Report on December 14, 2017 and has diligently and thoroughly reviewed and discussed each recommendation made in the OIR report,
NOW THEREFORE BE IT RESOLVED that the Common Council thanks the current and former members of the Ad Hoc Committee for the work and dedication; and
