The proposed resolution authorizes a non-competitive service contract with West Publishing Corp. for Thomson Reuters CLEAR for Law Enforcement, an advanced public records research tool designed to help law enforcement investigators close cases faster. The contract is for a period of three years, with an annual 5% escalation. The cost of the services will be billed on a monthly basis with the maximum annual costs not to exceed $9,265 which are included in the MPD operating budget (Munis account 31100-54130). The total cost of services over three years will be $26,485.

WHEREAS, the Madison Police Department (MPD) has been using Thomson Reuters CLEAR for Law Enforcement for several years and it has become an integral part of the MPD’s day to day operations and has assisted in the successful resolution of a wide variety of crimes; and,
WHEREAS, the MPD has been able to make Thomson Reuters CLEAR for Law Enforcement available to every commissioned officer on the department and officers have found it to be an essential investigation tool that provides up-to-date information which is gathered quickly, is not frequently available through other existing sources and routinely reduces overall investigative time; and,
WHEREAS, Thomson Reuters CLEAR for Law Enforcement is an advanced public records research tool designed to help law enforcement investigators close cases faster; and,
WHEREAS, CLEAR for Law Enforcement combines industry-leading technology with a vast collection of public and proprietary records, so officers can quickly identify the information that matters most to an investigation; and,
WHEREAS, CLEAR for Law Enforcement also provides customizable reports, mapping and charts for investigators; and,
