WHEREAS, Deb Simon, after serving as an Auditor at the Legislative Audit Bureau, began employment with the City of Madison on September 17, 1986, as an Accountant 3 in the City Comptroller’s Office;

WHEREAS, as Deb continually demonstrated her value to City government, she was promoted through the organization to Accountant 4 and Senior Accountant; and

WHEREAS, in 2000, Deb was promoted to City Budget and Audit Manager; and

WHEREAS, in 2011, upon retirement of the former City Finance Director, Deb served as the Provisional Finance Director, reassuming her position of Budget and Audit Manager working under the Finance Director until her retirement; and

WHEREAS, Deb has a reputation as a person of great integrity and honesty, one who is direct and candid in offering her assessments on budget, audit and policy issues for consideration by staff and policymakers; and

WHEREAS, Deb was an exemplary public servant who held the interests of the City, its citizens and taxpayers in the highest regard; and

WHEREAS, Deb has an unparallelled eye for detail, superior organizing ability and great writing skills, and utilized her special talents for ensuring high quality work; and

WHEREAS, Deb’s guidance and insights on the budget and numerous audits and special studies, including Police and Fire staffing studies, continue to influence City government for the betterment of its citizenry; and

WHEREAS, as Budget Manager, Deb was especially sensitive to the requirements of the Council’s budget calendar, never missing a deadline despite instances where Alders may have changes conveyed at the 11.59th hour; and

WHEREAS, during Deb’s tenure, she worked successfully with four different Comptroller/Finance Directors, many City Managers, and Mayors Sensenbrenner, Soglin, Bauman, C...
