Fiscal Note
The proposed resolution authorizes an eight-year contract with Columbia Telecommunications Corporation to perform a comprehensive audit of the City’s fiber optic cable network. The proposed contract price is not to exceed $98,000 per year. Funding the proposed contract is included in IT’s Expand Fiber and Wireless Network capital program in the adopted 2018 Capital Budget.

Authorizing the Mayor and City Clerk to enter into an 8-year, competitively selected service contract with Columbia Telecommunications Corporation for essential ongoing consulting services.
Body
WHEREAS, the Information Technology Department requires consulting services in order to pursue their fiber optic cable network audit, a multi-year project; and
WHEREAS, the Information Technology Department worked with the Purchasing Division to issue RFP #8740-0-2018-BP to solicit proposals for such services, and received 1 proposal; and
WHEREAS, an evaluation team consisting of Purchasing and relevant Department staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance, and references; interviewed finalists and Columbia Telecommunications Corporation was selected through this process; and
WHEREAS, to fulfill the project an 8 year contract is required to complete a comprehensive audit of the City’s fiber optic cable network; and
WHEREAS, Columbia Telecommunications Corporation proposed a contract price not to exceed $98,000 per year to perform an audit and complete all other deliverables required by RFP #8740-0-2018-BP; and
WHEREAS, under MGO 4.26(3)(e), service contracts of more than one year, which average more than $50,000 per year in cost, require Common Council approval and signature by the Mayor and City Clerk;
