Amending Sections 28.032(1), 28.061(1), 28.072, 28.082, and 28.091 of the Madison General Ordinances to make outdoor recreation a conditional use when an accessory use in all districts except LMX, NMX AND TSS.

Body

DRAFTER'S ANALYSIS:  Currently, outdoor recreation is a permitted accessory use in all of the mixed-use and commercial districts. Additionally, although Sec. 28.151 contains supplemental regulations for outdoor recreation, these regulations do not apply in all districts. As a result, the city has a lower level of oversight and regulation of outdoor recreation when compared to other similar uses as compared to other similar uses in the zoning code.  This amendment makes outdoor recreation a conditional use in all districts except LMX, NMX, and TSS.  It also ensures that the supplemental regulations apply uniformly across districts.
