Fiscal Note
The proposed resolution amends Metro Transit's adopted 2019 capital budget to add $825,000 GO Borrowing to the Transit Coaches capital program for the purchase of three electric bus battery packs with a 6-year extended warranty. The completed non-competitve purchase form is attached to this resolution to support the purchase from Protera, Inc. who is the manufacturer of the three associated electric buses.
In January of 2018 the Low-No Emission Grant from U.S. Department of Transportation was awarded to City of Madison Metro Transit to provide $1.28 million in support of the purchase and delivery of three electric buses (Legistar File #49545). At the time of the grant award no budget appropriation was provided for the three bus batteries. The three electric buses are anticipated to be delivered to Metro in 2020. The funding for the batteries proposed in this resolution will allow the batteries to be purchased in 2019 to ensure timely delivery.
The total estimated cost for these three electric buses with batteries, chargers, and warranty is $3.78 million. The 2020 capital budget request for Metro Transit is anticipated to include $1.4 million in 2020 for the remaining funding component of the total $3.78 million cost, split evenly between GO Borrowing and formula federal funding.
