Fiscal Note
This Resolution is strictly administrative (technical) in nature, and as such, has no fiscal impact. The transfer of staffing and administrative resources assigned to the lending programs described below from the CDA to the CDD, was included as part of the City's 2015 Adopted Operating Budget.
Title
Approving the transfer of authority and associated responsibility for oversight and administration of several City lending programs, from the City's Community Development Authority (CDA) to its Community Development Division (CDD).
Body
WHEREAS, the Madison CDA and the CDA Commission have historically overseen the administration of the Housing Rehabilitation Services Program, the Homebuyers Assistance Program and the HOME-BUY Program through an agreement with the City's Economic Development Division; and,
WHEREAS, the City's 2015 Operating Budget adopted by the Common Council on November 11, 2014, transferred administrative responsibilities for the Housing Rehabilitation Services Program, the Homebuyers Assistance Program and the HOME-BUY Program (now known as Home Buy the American Dream Program) from the Economic Development Division to the Community Development Division;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council hereby approves the transfer of authority and associated responsibility for the operations of the City's Housing Rehabilitation Services, Homebuyers Assistance (HBA), and Home Buy the American Dream (HBAD) lending programs from the Community Development Authority (CDA) to the Community Development Division (CDD); and,
BE IT FURTHER RESOLVED, that the oversight for administration of these programs is transferred from the Community Development Authority Commission to the Community Development Block Grant Committee.
