Expenditures associated with this contract in 2015 can be accommodated within the Adopted 2015 Parks Capital Budget. All future expenditures will be budgeted as part of the Parks Division’s Capital budget process. There is no anticipated change from the budgetary estimates in future year Capital Budget. The City will pay approximately $35 per tree (an estimated $70,000) in year one and the balance in year five of the agreement. The estimated cost in 2018 would be approximately $280,000 to pay for the remaining due for the estimated initial order of 2,000 trees. This balance per tree would be due upon delivery in spring or fall of 2018.

Preamble
The City of Madison is currently enacting the early phases of the adopted Emerald Ash Borer (EAB) mitigation plan. As part of this plan, the City of Madison will be replacing an estimated 1,700 street ash trees in addition to the already nearly 2,000 street tree replacements currently replaced each year. In concurrence with this high level of replacement, it is in the interest in of the City of Madison to ensure that the City can secure the desired quantity, size, and species of trees in efforts to maintain the City’s Urban Forest in a cost-effective and diversity sensitive manner.
WHEREAS, the Common Council adopted the EAB Mitigation Plan via Resolution (RES-12-00729); and
WHEREAS, the Plan calls for the replacement of street and park trees as soon as possible after removal; and
WHEREAS, this high level of replacement could result in a difficulty in the City being able to secure the approximately 3,700 trees per year in the desired tree size and species; and
WHEREAS, the risk of a shortage will be mitigated by contracting a nursery service who agrees to supply the requested quantity and species of replacement trees at an agreed upon price; and
