No expenditure is required for the adoption of the Plan.  Implementation of any projects associated with the Plan will require separate authorization by the Common Council.

Adopting the Villager Site Development and Master Plan as a supplement to the adopted South Madison Neighborhood Plan and as the controlling document for the redevelopment of the Villager by the CDA.  14th Ald. Dist.
Body
WHEREAS the South Madison Neighborhoods and South Park Street Business community have undertaken planning initiatives for the revitalization of the south Park Street corridor; and
 
WHEREAS the South Madison Neighborhood Plan, adopted January 18, 2005, identified the Villager as a strategic location for future revitalization efforts (please see attached map); and
 
WHEREAS the City of Madison and the CDA supported and funded a study to develop a site-specific strategy, including final recommendations for the mix of land uses, location of new buildings, the type and style of buildings, and development phasing strategy and implementation; and
 
WHEREAS the City of Madison established and appointed the Villager Mall Master Plan Oversight Ad Hoc Committee and interagency project team to provide input to the consultants hired through the master planning process, which included membership from the Council, the South Metropolitan Planning Council, Villager tenants, local businesses, neighborhood associations, and the CDA; and
 
WHEREAS the Master Planning process included two (2) public open houses and four (4) Ad Hoc Committee meetings, with staff team meetings held between Committee meetings; and
 
WHEREAS on September 13, 2005, the Ad Hoc Committee heard from the consultants regarding the draft Master Plan document; and
 
WHEREAS on October 25, 2005, the Ad Hoc Committee reviewed and discussed the final recommendations contained in the Master Plan and voted unanimously to adopt the Master Plan as the controlling document for the redevelopment district.  
 
NOW, THEREFORE, BE IT RESOLVED that the CDA hereby adopts the Villager Site Development and Master Plan as a supplement to the adopted South Madison Neighborhood Plan, and as the controlling document for the redevelopment of the Villager by the CDA.
