Fiscal Note
This agreement provides for the reimbursement by the University of Wisconsin - Madison for all fixed route and ADA paratransit trips provided by Metro Transit to UW - Madison students during the contract term. Metro Transit shall be reimbursed based on a four year average of actual ridership. The estimated revenue in the 2020 budget is $300,000 based on the agreement rate of $1.35 per fixed route ride. The actual cost will be computer after the four year actual ridership is available. The average used each year will be based on the four most recent academic years of ridership. The agreement will be on an academic year, defined as September 1 through August 31 for the purposes of this agreement. Fixed route rides will be billed at $1.35 per ride for years one through three of the agreement. Years four and five, automatically renewed unless either party cancels, fixed route rides will be billed at $1.40 per ride or the then current applicable per ride cost in the fare tariff, whichever is lower. Paratransit rides will be billed by actual ridership at the per ride rate in effect at the time the ride is taken. Estimated revenue will be included in Metro's operating budget for each year of the agreement

Authorizing the Mayor and the City Clerk to enter into an agreement with the University of Wisconsin - Madison for the continuation of the provision of access by its students to Metro Transit fixed route and ADA paratransit services, with reimbursement to the transit utility for rides by UW-Madison students for academic years 2020-2021, 2021-2022, 2022-2023, with two one year automatic renewals, unless either party cancels, for academic years 2023-2024 and 2024-2025.

WHEREAS, the University of Wisconsin - Madison and Metro Transit have had a very successful and productive contracting arrangement for an unlimited ride pass program for UW - Madison students for years, and both parties wish to extend their agreement for a three-year period with two one-year automatic renewals; and
WHEREAS, the parties have negotiated a contract which meets with criteria set in advance for unlimited rides pass agreements by the governing body;
NOW THEREFORE BE IT RESOLVED that the Mayor and the City Clerk are authorized to enter into a three year unlimited ride pass agreement with two one-year automatic renewals with the University of Wisconsin - Madison with reimbursement by UW - Madison using the cost methodology set forth in the fiscal note for all trips taken by UW - Madison students during the term of the agreement.
