The total cost of this project is expected to be less than $80,000. A total of approximately $57,000 is secured and includes a $20,000 City Neighborhood Planning Grant (funding for which is included in the 2007 Plan Unit Adopted Operating Budget), a $12,000 BUILD grant from Dane County, and $25,000 in private donations. Additional private funding is anticipated.  The City's commitment will not exceed the $20,000 currently authorized.  A special revenue account, SO37, has been established and the $20,000 in the operating budget will be transferred to that account.

Body
WHEREAS, the South Stoughton Road Corridor, a section of US Highway 51, has long been an essential industrial and commercial corridor for several Eastside neighborhoods, the City as a whole, and the Region; and
 
WHEREAS, the focus of this planning effort in the Stoughton Road corridor generally located north of US Highway 12 & 18, and south of US Highway 30, and includes areas along frontage roads and nodes at the intersections of Broadway, Pflaum, Buckeye, Cottage Grove Roads, and Milwaukee Street; and
 
WHEREAS, the project area includes portions of nine different Neighborhood Associations including, Burke Heights, East Buckeye, Eastmorland, Elvehjem, Glendale, Hiestand, Lake Edge, Pflaum Road, and Rolling Meadows; and
 
WHEREAS, the project area is also covered by the Southeast Business Association; and
 
WHEREAS, this corridor is currently the focus of a study by the Wisconsin Department of Transportation, which has identified three alternatives for how to safely handle projected increased traffic; and
 
WHEREAS, there is not a detailed plan for this area to guide land use decisions, redevelopment and other improvement activities; and
 
WHEREAS, any planning activities must carefully consider functional and aesthetic relationships of South Stoughton Road with the surrounding neighborhoods, and encourage a healthy business climate, to ensure a vital and vibrant neighborhood in the future; and
 
WHEREAS, in 2006, the Common Council approved a $20,000 Neighborhood Planning Grant for the South Stoughton Road Revitalization Project though funds designated to the East Buckeye and Lake Edge Neighborhood Associations; and
 
WHEREAS, Dane County has awarded the City a Better Urban Infill Development (BUILD) grant in the amount of $12,000, and an additional $25,000 has been raised, thus far, through private donations; and
 
WHEREAS, the City has issued a Request for Proposals to engage a planning consulting firm to develop a neighborhood plan focusing on land use, urban design guidelines, and transportation issues, and other elements that lead to a coherent corridor and vibrant commercial district; and
 
WHEREAS, six proposals were received and have been evaluated by a selection team.
 
NOW, THEREFORE, BE IT RESOLVED that the Common Council does hereby accept the $12,000 BUILD grant from Dane County and authorizes the Director of the Department of Planning and Development to execute the grant agreement with Dane County associated with these funds.
 
BE IT FURTHER RESOLVED that the Mayor and City Clerk are hereby authorized to enter into a contract on behalf of the City with Cuningham Group, Architecture P.A., as recommended by the selection team.
 
BE IT FURTHER RESOLVED the consultant, Cuningham Group, Architecture P.A., shall work with City staff, the Stoughton Road Revitalization Project Group, and other interested stakeholders in preparing this plan.
 
BE IT FINALLY RESOLVED that the Planning Unit Director is authorized make other expenditures of any funds remaining after the execution of the above-referenced contract with the consulting firm if necessary to complete this project up to a total of $80,000.
