Title

Authorizing Additional Funding for the 2024-2029 Public Health Sole Source Service Contract with Nurse-Family Partnership Through Approval of an Additional Non-Competitive Selection Request Due to Program Expansion Exceeding Initially Approved Funds (2026 C RES -004)

 

 

Body

WHEREAS, Public Health Madison and Dane County (Public Health) has been implementing the Nurse Family Partnership Program since 2012, with support from the Nurse-Family Partnership (NFP), a Colorado nonprofit corporation; and

 

WHEREAS, the Nurse-Family Partnership Program is an evidence-based program developed on the basis of randomized controlled trial research to yield certain benefits for low-income, first-time mothers and their children; and

 

WHEREAS, program implementation must be based on key parameters identified through research and only provided by NFP; and

 

WHEREAS, WHEREAS, Public Health currently maintains a 2024-2029 Purchase of Services (POS) contract with NFP, and pays fees for education, training, and implementation support services for program supervisors and nurses, with costs based on the number of employees delivering the program. Initial NFP education covers core components of the program model, expected outcomes, data collection and entry requirements, and the implementation tools and materials needed to deliver services effectively; and these education and support services are essential to maintaining fidelity to this evidence-based program; and

 

WHEREAS, Common Council previously approved resolution Authorizing a sole source service contract with Nurse-Family Partnership for services to implement the Public Health Madison and Dane County Nurse Family Partnership Program (City File #82450/County File #2018 BOH RES-009) POS Contract, for a term of May 1, 2024 through April 30, 2029 which estimated to be up to $35,000 per year and not to exceed the total approved amount of $175,000; and

 

WHEREAS, Public Health seeks authorization for additional funds in the amount of $250,000 because the Nurse-Family Partnership (NFP) program expanded in 2025 with the addition of a second team to serve more families, resulting in increased education and program-support fees; and

 

WHEREAS, the cost of services will continue to include an annual base fee of approximately $70,000, plus up to an additional $10,000 per year for education costs if staff turnover occurs, for the remaining three (3) terms through April 30, 2029;


WHEREAS, MGO 4.26 requires Common Council approval of service contracts up to 5 years and not more than $100,000 or more per year if the contractor was not selected through a competitive selection process, and the reasons for selecting this contractor are set forth above and in the attached Noncompetitive Selection Request Form; and

 

NOW, THEREFORE, BE IT RESOLVED, that Board of Health for Madison and Dane County on behalf of Public Health Madison & Dane County is authorized additional funds towards the 2024-2029 sole source service contract with NFP for the purpose and at the price described above; and

 

BE IT FINALLY RESOLVED, that the Director of Public Health Madison & Dane County, or their designee, is authorized to sign the agreement.
