Fiscal Note

The proposed resolution authorizes an agreement with the University of Wisconsin Population Health Institute to fund a Population Health Service Fellow within Public Health Madison & Dane County (PHMDC). The total cost to PHMDC is $80,000 over the period July 1, 2026 to June 30, 2028. It is anticipated that costs associated with the fellow in 2026 will be accommodated within PHMDC’s existing budget authority. Costs occurring in 2027 to 2028 will be included in future budget requests. Up to $60,000 of the total cost will be supported by grant funds with the remainder being a joint cost between the City and County. PHMDC joint costs are shared by the City of Madison and Dane County according to equalized value as defined within the Public Health Intragovernmental Agreement.

Authorization to Enter a Sole Source Intergovernmental Agreement with the University of Wisconsin Population Health Service Fellows Program (2026 C RES-001)

Body

WHEREAS, Public Health Madison & Dane County (Public Health) seeks authorization to enter a sole source intergovernmental agreement with the Board of Regents of the University of Wisconsin System on behalf of the Population Health Institute at the University of Wisconsin-Madison School of Medicine and Public Health and engage a Population Health Service Fellow to support the continued development of the public health workforce and advance departmental priorities. A Population Health Service Fellow is an individual who has completed a post-graduate degree and is prepared to provide high-level service to the department while pursuing additional skill development within public health. This is a two-year postgraduate appointment administered through the University of Wisconsin. Hosting a fellow aligns with Public Health’s educational mission and accreditation requirements to develop the future public health workforce. Public Health has hosted Population Health Service Fellows in prior biennia and has found the experience to be beneficial both for the department and for the fellows; and

 

WHEREAS, External funding for Population Health Service Fellows is limited. However, Public Health has budgeted capacity to support one full-time Fellow for the period of July 1, 2026 through June 30, 2028. To continue hosting a fellow, Public Health would reimburse the UW Population Health Institute for the associated expenses (salary and fringe benefits) at a total cost of $80,000 for the two (2) year agreement. The total cost to the department from July 1, 2026 through June 30, 2027 will be $50,000 which is available within the contracted services budget, including funds designated to support the development and implementation of the Community Health Improvement Plan. The total cost for the department from July 1, 2027 through June 30, 2028 will be $30,000. Public Health will continue to budget for this role in the 2027 and 2028 budget cycle(s). Population Health Service Fellows do not replace any existing staff activities or personnel; and

 

WHEREAS, The Board of Health for Madison and Dane County is authorized to approve new intergovernmental agreements for program services per Board of Health for Madison and Dane County Resolution #2008-03.

 

NOW, THEREFORE BE IT RESOLVED, that the Board of Health for Madison and Dane County, on behalf of Public Health Madison & Dane County, authorizes the Director of Public Health, or their designee, to enter into and sign an agreement with The Board of Regents of the University of Wisconsin System, on behalf of the University of Wisconsin-Madison, UW Population Health Institute, for the period of July 1, 2026 through June 30, 2028 to fund one (1.0 FTE) Population Health Service Fellow at a total cost of $80,000 ($50,000 from 2026-2027, plus $30,000 from 2027-2028).
