This resolution authorizes the issuance of a request for proposals. Selection of a developer and approval of the terms for the disposal of the property will require a separate Common Council resolution.

Authorizing a Request for Proposals for the Reuse and Rehabilitation of the Garver Feed Mill.
Body
WHEREAS, on July 13, 2005, the Madison Board of Park Commissioners declared the Garver Feed Mill property surplus, endorsed Option Two of the Historic Structures Report prepared by Hasbrouck Peterson Zimoch Siriattumrong for the adaptive reuse of the structure while expressing caution with reference to the number of parking spaces suggested, and directed staff to prepare a Request for Proposals (RFP) to solicit proposals for Option Two as identified in the report; and
WHEREAS, on September 5, 2006, the Common Council adopted Resolution No. 06-00767, I.D. No. 04224 establishing the Garver Building Reuse Committee pursuant to the guidelines in the Procedures for the Disposal of Surplus City Real Property and authorizing the appointment of Committee members; and
WHEREAS, Mayor David J. Cieslewicz appointed the Garver Building Reuse Committee ("Committee") composed of William W. Barker, Chair and Board of Park Commissioners Chair; Alder Skidmore, Alder Palm, Alder Olson; Mark McFadden, Mayoral Appointee; Lou W. Host-Jablonski, Neighborhood Representative, and Dennis P. Birke, Olbrich Botanical Society Member; and
WHEREAS, the Committee having conducted two public hearings and having held numerous meetings recommended the issuance of the attached RFP; and
WHEAREAS, the Committee recommended the issuance of the RFP, subject to approval by the Common Council and appropriate referral committees including the Garver Building Reuse Committee; and
NOW THEREFORE BE IT RESOLVED, that the staff of the Real Estate Section are hereby directed and authorized, by advertising and other appropriate means, to invite prospective developers to submit proposals to the City in accordance with the attached Request for Proposals for the Reuse and Rehabilitation of the Garver Feed Mill
