Fiscal Note

The proposed resolution authorizes contract agreements with four community agencies, totaling $1,943,882, for programs that aim to prevent, prepare for, and respond to the coronavirus for persons experiencing or at risk of homelessness. The $1.94m is funded by Emergency Solutions Grant Program Supplemental Funds (ESG-CV) granted to the City of Madison. Approved RES-20-00550 (Legistar #61295) amended the 2020 Adopted Operating Budget to accept Emergency Solutions Grant Program Supplemental Funds (ESG-CV). No additional City appropriation is required.

Title

Authorizing the allocation of up to $1,943,882 in Emergency Solutions Grant Program Supplemental Funds (ESG-CV) granted to the City of Madison from the U.S. Department of Housing and Urban Development under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) to community agencies; and authorizing the Mayor and City Clerk to execute agreements with those agencies to implement the designated programs.

Body

The City of Madison was awarded $2,890,929 in Emergency Solutions Grant Program Supplemental Funds (ESG-CV) from the U.S. Department of Housing and Urban Development (HUD) as authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). These funds must be used to prevent, prepare for, and respond to the impacts of the coronavirus pandemic on individuals and families who are homeless or receiving homeless assistance.

 

On August 4, 2020, the Common Council approved RES-20-00550 (Legistar Item #61295), which authorized the CDD to conduct a Request for Proposal (RFP) process to allocate the ESG-CV funds.

 

Approximately $947,000 of ESG-CV funds have been set aside by Community Development Division for actual and anticipated costs to the City related tostreet outreach, emergency shelter services including operations at Warner Park Community Recreation Center, Homeless Management Information System and administration. .

 

In collaboration with the Dane County Continuum of Care (CoC), CDD released an RFP on August 11, 2020, seeking agency proposals for both the allocation of $1,472,134 in ESG-CV funds awarded by the State of Wisconsin to the Dane County CoC and $1,943,882 of ESG-CV funds awarded directly to the City . CDD accepted applications through August 28, 2020. A total of 29 proposals were received from 18 non-profit agencies requesting a total of $10,462,530. 

 

CDD staff reviewed the submitted proposals and received input  from a review team assembled by the Dane County CoC Board of Directors.  Staff also took into account the CoC Board’s decisions regarding the allocation of ESG-CV funds under its control. Staff recommends allocating the City’s ESG-CV to the four agencies and six programs as listed below.  A companion Resolution, containing funding recommendations regarding the use of ESG-CV funds awarded to the Dane County CoC, which the City will administer, will be presented to the Council for its consideration

 

 

ACTION

 

WHEREAS, the Common Council has adopted the 2020-2024 City of Madison Consolidated Plan, which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,

 

WHEREAS, City of Madison was awarded $2,890,929 in Emergency Solutions Grant Program Supplemental Funds (ESG-CV) from the U.S. Department of Housing and Urban Development (HUD) under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); and,

 

WHEREAS, the Common Council authorized a Substantial Amendment to City’s 2019 Action Plan to HUD and authorized the Community Development Division (CDD) to release a Request for Proposals for ESG-CV funds; and,

 

WHEREAS, CDD has reserved approximately $947,000 for actual and anticipated costs related to services and activities including the provision of street outreach services to unsheltered persons, the operation of an overnight shelter for men at the Warner Park Community Recreation Center, use of  the Homeless Management Information System and administration. 

 

WHEREAS, on August 11, 2020, the CDD issued a joint RFP totaling $3,416,016 of ESG-CV funds  which combined $1,943,882 of funding awarded to the City with $1,472,134 awarded to tthe Dane County CoC, to solicit proposals for programs that aim to prevent, prepare for, and respond to the coronavirus for persons experiencing or at risk of homelessness;  and,

 

WHEREAS, the CDD staff reviewed the submitted proposals, received input from a review team assembled by the Dane County CoC Board of Directors, considered the CoC Board’s decisions regarding the allocation of ESG-CV funds over which it has control, and will consult with the City’s CDBG Committee,; and

 

WHEREAS, the CDD staff recommends funding the following organizations and programs described below:

 

                     JustDane (Madison-area Urban Ministry) - Up to $338,312 for rapid rehousing program targeting individuals and families who have been recently released from jail or prison

 

                     Porchlight - Up to $900,952 for single men’s Drop-in Shelter services and operation and up to $112,684 for Safe Haven day shelter services and operation

 

                     Sankofa Educational Leadership United - Up to $100,308 for rapid rehousing program for individuals or families

 

                     The Salvation Army of Dane County - Up to $462,852 for family shelter facility costs and operation and up to $28,774 for family shelter case management services

 

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves the above funding recommendations for ESG-CV funds to assist in a community response for person experiencing homelessness; and,

 

BE IT FURTHER RESOLVED, that the Common Council authorizes the Mayor and City Clerk to execute agreements with the identified agencies to provide designated services up to the specified funding levels.
