Fiscal Note
The Council approved the reservation of CDBG funds for high priority projects evolving from the Emerson East-Eken Neighborhood Plan. After several efforts to develop other projects, the neighborhood steering committee has identified these two park improvement projects. This resolution will authorize the provision of up to an additional $35,000 apiece for City Parks Division to make improvements in two City parks. CDBG funds are available per the 2006 operating budget.

Body
WHEREAS the Common Council approved the Emerson East -Eken Park concentration Neighborhood Plan in March 1998, and the plan identified a series of higher priority projects for implementation to achieve the plan's objectives,
 
WHEREAS the CDBG Commission and the Council approved the provision of project funds to achieve those community development-related goals, including an economic development project along East Washington Avenue, the installation of pedestrian lights and other business district enhancement items along East Johnson Street, the construction of a sun shelter, the construction of a bike path, and the installation of neighborhood signs,
 
WHEREAS some of the approved projects did not proceed as quickly as planned, encountered difficulties of implementation, or produced the desired outcome under budget,
 
WHEREAS the neighborhood steering committee identified these two park projects as possible projects to help implement additional aspects of the neighborhood plan,
 
WHEREAS the CDBG Commission and staff have reviewed this proposal and recommend its adoption in order to promote further progress with the adopted neighborhood plan,
 
NOW THEREFORE BE IT RESOLVED that the Common Council approve the provision of up to $35,000 for park improvements in Demetral Park and up to $35,000 for park improvements in Eken Park,
 
FURTHER BE IT RESOLVED THAT the Council authorizes the Parks Division to proceed with these projects under the terms of the CDBG inter-agency agreement.
