Title

Accepting the Lake Wingra Watershed Management Plan and its recommendations as developed by the City of Madison Engineering Department, Friends of Lake Wingra, Strand Associates, and other stakeholders.

Body

WHEREAS, the City of Madison contracted with Strand Associates, Inc. to develop a comprehensive Lake Wingra Watershed Management Plan in 2012; and,

 

WHEREAS, the scope of the work included the development of a comprehensive Lake Wingra Watershed Management Plan that would address the outlined goals in the Friends of Lake Wingra’s 2009 document “Lake Wingra: A Vision for the Future” of:

 

1.                     Clean, clear water

2.                     Restored spring flow

3.                     Abundant native plants and animals, and

4.                     Stewardship and enjoyment and help the City make progress towards meeting our Total Maximum Daily Load (TMDL) phosphorous limits, and;

 

WHEREAS, the plan is a result of persistent efforts by the Friends of Lake Wingra, thirteen (13) Steering Committee meetings (consisting of representatives from the City of Madison Engineering, Friends of Lake Wingra, Wisconsin Department of Natural Resources, UW Arboretum, and the UW Madison campus), three (3) issue team meetings, other community engagement activities and included a pilot project focusing on modified leaf collection methods; and,

 

WHEREAS, work related to addressing the issues of pollutant loading (sediment and phosphorus), chloride reduction, and increasing infiltration would also be included in the plan; and,

 

WHEREAS, the specific recommendations contained in the Lake Wingra Watershed Management Plan include the following areas, to be carried forward by catalyst teams:

 

1.                     Chlorides

2.                     Infiltration

3.                     Phosphorus

 

NOW, THEREFORE, BE IT RESOLVED, that the Common Council accepts the Lake Wingra Watershed Management Plan and its recommendations as developed by the City of Madison Engineering Department, Friends of Lake Wingra, Strand Associates, and other stakeholders, and,

 

BE IT FURTHER RESOLVED, that the City of Madison Engineering Department and other appropriate city agencies are directed to work with Friends of Lake Wingra to carry out the recommendations in the report over time through catalyst teams.
