Title: SUBSTITUTE - Authorizing the Mayor Director of Public Health of Madison and Dane County to issue a Request for Proposals (“RFP”) for a City of Madison and Dane County Electronic Benefits Transfer (“EBT”) program for FoodShare participants at all farmers’ markets, authorizing a subcommittee of the Madison Food Policy Council, in consultation with the Dane County Food Council, to evaluate the RFP’s and select an operator, and authorizing the City to execute a contract with the selected operator(s) for the administration of a program in an amount not to exceed $235,000 and amending the 2014 adopted operating budgets for Miscellaneous Appropriations and the Public Health agency Mayor as appropriate.

Fiscal Note
This resolution reallocates funding previously approved in the 2014 Adopted Operating Budget.  A total of $25,000 would be reallocated from Miscellaneous Appropriations (Memberships) to the Mayor's Office Operating Budget.  An additional $10,000 of funding is anticipated from Dane County, raising the total program funding to $35,000.  The Operating Budget amendment would be as follows:

SUBSTITUTE - Authorizing the Mayor Director of Public Health of Madison and Dane County to issue a Request for Proposals ("RFP") for a City of Madison and Dane County Electronic Benefits Transfer ("EBT") program for FoodShare participants at all farmers' markets, authorizing a subcommittee of the Madison Food Policy Council, in consultation with the Dane County Food Council, to evaluate the RFP's and select an operator, and authorizing the City to execute a contract with the selected operator(s) for the administration of a program in an amount not to exceed $235,000 and amending the 2014 adopted operating budgets for Miscellaneous Appropriations and the Public Health agency Mayor as appropriate.

WHEREAS, the City of Madison and the County of Dane recognize the critical role of the Supplemental Nutritional Assistance Program (SNAP), known as FoodShare in Wisconsin, formerly known as food stamps, in providing a safety net for those individuals and families who struggle to access adequate daily food; and
 
WHEREAS, the cuts made to the SNAP program through the 2014 Farm Bill adoption in the amount of nearly $9 billion over 10 years will make it even more difficult for individuals and families to provide adequate food and nutrition; and
 
WHEREAS,  the City of Madison and County of Dane have an interest in preserving current access to farmers' markets for FoodShare participants, and in expanding access to farmers' markets for FoodShare participants through increasing EBT access; and
 
WHEREAS, the expansion of EBT access at farmers' markets allows for future of expansion of the "MadMarket Double Dollars" program, a dollar-for-dollar matching program at farmers' markets for FoodShare participants, a key program in widening the current shrinking safety net; and
 
WHEREAS, at least nine of the twenty-six farmers' markets in Dane County currently operate an EBT program for FoodShare participants to allow SNAP allocations to be spent at those markets; and
 
WHEREAS, the City of Madison and the County of Dane believe that FoodShare access at farmers' markets has strong health benefits for participants and strong economic benefit for local and regional farmers; and
 
WHEREAS, the joint city-county department, the Department of Public Health of Madison and Dane County is the agency in proper position and expertise to issue the RFP and to supervise city/county funds; and
 
NOW, THEREFORE, BE IT RESOLVED, that the MayorDirector of Public Health of Madison and Dane County is authorized to issue a Request for Proposals ("RFP") for a City of Madison and Dane County Electronic Benefits Transfer ("EBT") program for FoodShare participants at all farmers' markets in Dane County; and
 
BE IT FURTHER RESOLVED, that the City and County will jointly fund such an EBT program to the maximum amount of $5035,000; $25,000 City of Madison contribution, $2510,000 County of Dane contribution; and  
 
BE IT FURTHER RESOLVED, that a subcommittee of the Madison Food Policy Council, consisting of members of both the Madison Food Policy Council and the Dane County Food Council, is authorized to evaluate the RFP's and select an operator; and
 
BE IT FURTHER RESOLVED, the City is authorized to execute a contract with the selected operator(s) for the administration of a program in an amount not to exceed $235,000; and  
 
BE IT FURTHER RESOLVED, that the MayorDirector of Public Health of Madison and Dane County is authorized to amend the contract with the operator as long as the value does not exceed $235,000; and
 
BE IT FURTHER RESOLVED, that the 2014 adopted operating budgets for Miscellaneous Appropriations and the MayorPublic Health agency be amended as appropriate; and
 
BE IT FINALLY RESOLVED, that the Mayor and City Clerk are authorized to execute, deliver, accept and record any and all documents and take suchk other actions as shall be necessary or desirable to accomplish the purpose of this resolution in a form approved by the City Attorney.
