Fiscal Note
The proposed Resolution amends the 2020 Adopted Operating Budget for the Community Development Division (CDD) to reflect the actual grant award amounts for the Continuum of Care grant program. Under the proposed amendment, CDD's 2020 Adopted Budget will increase as follows:
• Revenue: +$1,887,265
• Salaries/Benefits: +up to $45,660
• Purchased Services: +up to $1,841,605
This Resolution also authorizes the Mayor and City Clerk to execute agreements with nonprofit agencies, specified below and in the attachment, to provide services using the Emergency Solutions Grant Program Supplemental Funds (ESG-CV) funds.

Authorizing the City of Madison, on behalf of the Dane County Continuum of Care (CoC), to accept the ESG-CV grant award of $1,887,265 from the State of Wisconsin Department of Administration; authorizing the Mayor and City Clerk to execute agreements with specific Dane County CoC agencies to provide services using the ESG-CV funds; and amending the Community Development Division's 2020 Adopted Operating Budget to reflect receipt of these funds and commensurate expenditures.

BACKGROUND
The City of Madison works closely with Dane County Continuum of Care (CoC) member agencies that serve people experiencing homelessness and those at risk of becoming homeless, and provides leadership and administrative support to the group. This collaborative work includes the City's administration of the State of Wisconsin grants on behalf of the Dane County CoC.
Dane County CoC will receive $1,887,265 in Emergency Solutions Grant Program Supplemental Funds (ESG-CV) allocated to the State of Wisconsin by the U.S. Department of Housing and Urban Development (HUD) as authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). The Dane County CoC Board of Directors is responsible for making the funding allocation decisions. The City of Madison Community Development Division will serve as the grant recipient and enter into contracts with the subrecipient nonprofit agencies to provide the activities approved by the Dane CoC Board of Directors.
Dane CoC Board of Directors approved $365,276 of the funds to be allocated to the following projects through amendments to existing 2019-2020 EHH contracts:
State of Wisconsin ESG-CV funds for Dane County CoC
• Briarpatch Youth Services, Inc. - Up to $2,000 for street outreach services targeting youth experiencing homelessness
• Porchlight, Inc. - Up to $37,000 to cover case management services costs for the men’s shelter
• The Salvation Army Dane County - Up to $5,000 to cover case management services costs for the family shelter; up to $15,000 to cover operation costs at the family shelter; up to $5,000 to cover case management services costs for single women’s shelter; and up to $83,448 to cover the operation costs for the family shelter
• Tenant Resource Center, Inc. - Up to $171,045 for eviction prevention rental assistance; and up to $30,000 for housing relocation and stabilization services
• YWCA of Madison, Inc. - Up to $16,783 to cover operation costs for family shelter
• The remaining $1,521,989 in ESG-CV funds will be allocated through a competitive Request for Proposals (RFP) process. Up to $45,660 of these funds will be retained by the City's Community Development Division for administration costs associated with the management of ESG-CV funded contracts.
ACTION
WHEREAS, the Common Council has adopted the 2020-2024 City of Madison Consolidated Plan, which identifies homelessness as a critical issue within the community and outlines a set of strategies and priorities to address those problems using community-based groups; and,
WHEREAS, City Community Development Division staff has worked collaboratively with the Dane County CoC to assess community needs and develop a list of projects for submission to the State for ESG-CV funds on behalf of the CoC; and,
WHEREAS, the Dane County CoC Board of Directors, which is charged with determining the funding allocation, approved the slate of projects for $365,276 at its May 15, 2020 meeting and will determine the use of the remaining funds through an RFP process at a later date;
NOW, THEREFORE, BE IT RESOLVED, that the Common Council, upon receipt of a final notice of award by the State, hereby authorizes the Mayor and City Clerk to execute agreements with the State to accept the ESG-CV funds described above; and,
BE IT FURTHER RESOLVED, that the Common Council authorizes the Mayor and City Clerk to amend the existing 2019-2020 EHH contracts with the specific nonprofit agencies listed herein to provide the specified services for people experiencing homelessness and those at risk of becoming homeless; and,
BE IT FINALLY RESOLVED, that the Common Council hereby amends the 2020 Operating Budget of the Community Development Division to recognize the specified grant revenue and commensurate expenditures.
