Metro Transit's 2021 adopted capital budget included $10 million to overhaul the agency's technology infrastructure. The funding for this project was initially approved as general obligation borrowing, but was changed via resolution (File ID 64972) to utilize Metro's federal recovery funds.
The proposed resolution authorizes a contract for a comprehensive transit technology solution for Metro Transit. The contract cost is not to exceed $9,422,500 over its 7 year term. This contract will be funded by the federal recovery funds appropriated via Resolution File ID 64972. No additional appropriation required. A contract for project management of the technology system upgrade was recently approved via resolution (File ID 68977) for up to $577,500.

The proposed resolution authorizes an up to 7 year agreement with Clever Devices Ltd. to provide, integrate, and support a comprehensive transit technology solution for Metro Transit. The project would consist of overhauling the technology infrastructure used by Metro Transit including information technology, communications, onboard equipment, central system, garage management, paratransit and vehicle & facility maintenance systems. This is the first of two solicitations for Metro’s IT upgrade projects, with the other comprising of the fare collection system, and a phased implementation occurring during 2022-2024.
WHEREAS, Metro is in need of a comprehensive transit technology solution to include the following system architecture components: Onboard Hardware (revenue and non-revenue fleet), Central Software (CAD/AVL, Fixed Route Scheduling, Workforce Management, etc.), Paratransit Technologies (Dispatch Management, Scheduling Interface, Mobile Device Software, etc.), Garage Management Software and Hardware (Maintenance Management, Asset Inventory & Condition, Fuel Management System, etc.); and,
WHEREAS, an evaluation of the six proposals obtained through the federal request for proposals procurement process found that Clever Devices Ltd. was the most qualified for this project; and,
WHEREAS, to complete the work, a multiyear contract is required, and Clever Devices Ltd. proposed a contract price not to exceed $9,422,500 and for a term of up to 7 years; and,
WHEREAS, the CIP and Metro Transit Capital Budget during the term of this contract will include the funding for these services; and,
WHEREAS, under MGO 4.26(3)(3), service contracts of more than one year that average more than $100,000 per year in cost require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE, BE IT RESOLVED: that the Mayor and the City Clerk are hereby authorized to execute an agreement between the City of Madison and Clever Devices Ltd. for a Comprehensive Transit Technology Solution for Metro Transit.
