Fiscal Note

The proposed resolution authorizes acceptance of a $300,000 EPA Brownfields Site Assessment Grant and amending the 2019 Adopting Operating Budget. The grant award with be deposited into the Other Grants fund and the Economic Development Division - Office of Business Resources budget will be amended as follows:

No additional City appropriation is required.

Amending the 2019 Adopted Operating Budget for the Economic Development Division - Office of Business Resources to accept a $300,000 EPA Brownfields Site Assessment Grant, authorizing Mayor and City Clerk to execute a grant agreement with the EPA, and authorizing staff to prepare and issue an RFP to hire an environmental consultant to complete the work contemplated by the grant.

Body

WHEREAS, The City has applied for and has been awarded a $300,000 EPA Assessment grant to fund the inventory, environmental assessment, and remediation planning for brownfield properties throughout the City; and

 

WHEREAS, the City has been awarded a $300,000 grant from the EPA to undertake this work and there needs to be a budget established for this project.

 

NOW THEREFORE, BE IT RESOLVED, that the 2019 Adopted Operating Budget is amended to appropriate $300,000 from an EPA Brownfields Site Assessment Grant in the Economic Development Division - Office of Business Resources revenue, supplies, and purchased services budget; and

 

BE IT FURTHER RESOLVED, that the Mayor and City Clerk are authorized to execute a grant agreement and related documents with the EPA for the use of these grant funds; and

 

BE IT FURTHER RESOLVED, that City staff is authorized to prepare and release a Request For Proposals to use the grant funding to hire an environmental consultant to complete the inventory and ranking summary of sites, incorporate data into GPS, conduct community engagement activities, obtain access agreements with property owners, prepare Site and Owner Eligibility Determination Request Forms, conduct Phase 1 ESAs, complete property profile forms, conduct pre-QAPP call with EPA staff, submit final QAPP to EPA, prepare site-specific sampling and analysis plans to each site; prepare applicable site specific Health & Safety Plans, conduct Phase 2 ESAs, prepare site investigation work plans and conduct site investigations under NR716, complete remedial alternatives evaluation and prepare remedial action plans, input infestation results into ACRES database; 

 

BE IT FURTHER RESOLVED, that further Council action will be needed to execute a contract with said consultant to complete activities outlined in the application and work plan; and

 

BE IT FURTHER RESOLVED, that the Mayor and City Council are authorized to execute any documents necessary to carry out the terms of the EPA grant agreement in a form to be approved by the City Attorney.
