Fiscal Note

The proposed resolution allows an amendment to a contract for Complete Streets implementation that will increase the contract amount and extend the term. The original contract with the vendor included services not to exceed $160,000 with a contract through April 15, 2022. The amendment to the contract will add additional services not to exceed $152,960 and increase the term through August 31, 2022.

 

Transportation's 2021 Adopted Capital budget includes $140,000 for Complete Streets. The remaining $12,960 for the increased contract amount will come from the Vision Zero budget to be used for engagement activities that will be used to inform the Vision Zero Action Plan through a joint engagement process called Let’s Talk Streets.

A Resolution authorizing the Finance Director or their designee to execute an amendment to increase the funding of a competitively selected service contract with Toole Design Group for services and consulting related to Complete Streets implementation.

Body

WHEREAS, the City Transportation Department requires consulting services in order to develop a decision process and tools to help consistently achieve community goals and streamline the decision-making process around how to allocate the public right of way and meet the City’s sustainability and multi-modal transportation goals; and”

WHEREAS, an interagency evaluation panel together with the Purchasing Division through a competitive process solicited proposals for RFP #8944-0-2020-BG for Complete Streets Implementation services, and the City received four (4) bid proposals from consultant teams located throughout the country; and

WHEREAS, the evaluation panel reviewed and thoroughly evaluated the proposals - utilizing criteria such as the firm's qualifications, relevant experience and references; the strength of the project staff team; the proposal’s technical approach and work plan; the proposal’s commitment to Disadvantaged Business Enterprise (DBE) firm participation; and the fee proposal; and

WHEREAS, the evaluation panel concluded that the consultant team of Toole Design Group presented the proposal that demonstrated the highest level of technical competence, the work plan that best aligned with the project goals, included the most qualified and experienced personnel, thus providing the City with the highest likelihood of a successfully-implemented project; and

WHEREAS, City of Madison Resolution ID 20-00629 (adopted 09-01-20), the Common Council authorized the execution of an 18-month contract for Complete Streets Implementation services to include some engagement, development of a typology plan and creation of a decision-making tool; and

WHEREAS, additional funding will be used to do more targeted community engagement through the Let’s Talk Streets initiative and integrate distributed green infrastructure into the typology plan and decision-making tool; and

WHEREAS, it is more efficient for the City of Madison to continue working with the Toole Design Group team to continue performing the additional services to complete the Complete Streets Implementation project; and

WHEREAS, City Purchasing Ordinances provide under Sec. 4.26(4)(b), of the Madison General Ordinances that, if the aggregate amount of the fee for services in a contract exceeds $50,000 and the contract was not subject to a competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a)7 which states “A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant”; and

NOW, THEREFORE BE IT RESOLVED, that the Finance Director or their designee are authorized to execute an amendment to increase the funding to not exceed $152,960 with Toole Design Group for additional services and consulting related to Complete Streets Implementation with a contract term through August 31, 2022.
