Fiscal Note

In 2017, the Common Council approved an ordinance (Legistar File # 47273) creating the City’s Percent for Art program. This ordinance requires that 1% of City-contributed funds for certain public works projects exceeding $5 million be set aside for public art, beginning with the 2019 capital budget. The proposed resolution authorizes the first public art project from this ordinance. Percent for Art funding for the proposed project is tied to Metro Transit's Facilities Repairs and Improvement capital program, and the art installation will be located at Metro's maintenance facility at 1101 E. Washington Ave. The cost for design, fabrication, and installation is not to exceed $110,000. Percent for Art funding currently available from Metro's Facilities Repairs and Improvement program is $132,000.  Any unspent funds upon completion of the project shall transfer to the Arts Aggregated Fund or the Art Maintenance and Conservation Fund.

SUBSTITUTE - Approving the initial concept design and authorizing the Mayor and the City Clerk to execute an agreement for design, fabrication, and installation between the City of Madison and (NAME) Jenie Gao to create a site-specific public art feature for the Metro Transit Maintenance Facility at 1101 E. Washington Ave.

Body

WHEREAS, on December 1, 2020, the Common Council authorized staff to issue a call for artists and run a process to select an artist to create a site-specific artwork for the Metro Transit Maintenance Facility at 1101 E Washington Ave (RES-20-00800, File ID #62652); and

  

WHEREAS, on May 7, 2021 the City issued a request for qualifications for artists interested in creating public art proposals for the Metro Transit Maintenance Facility; and

 

WHEREAS, on June 21, 2021 the City extended the deadline for the request for qualifications to October 29, 2021 to allow staff to increase promotion of the opportunity; and

 

WHEREAS, on February 8, 2022 the Madison Arts Commission reviewed 32 applications and identified the top four finalists who were invited to submit design concepts for review; and

 

WHEREAS, on May 11, 2022 the Public Art Committee of the Madison Arts Commission heard introductory artist talks from the four finalists; and

 

WHEREAS on August 25, 2022 the finalists submitted their initial design concepts for the Metro Transit Maintenance Facility to the City; and

 

WHEREAS, on September 7, 2022 the Madison Arts Commission heard proposal presentations from four different artist teams; and

 

WHEREAS, on October 12, 2022, the Madison Arts Commission met and recommended that the commission for the Metro Transit facility public art opportunity be awarded to (NAME) Jenie Gao for their concept entitled (TITLE) The Time is Ours; and

 

WHEREAS, (NAME) Jenie Gao will be contractually required to collaborate with appropriate City of Madison staff and commissions in finalizing the design details of the art.

 

NOW, THEREFORE, BE IT RESOLVED, that the Madison Common Council approves the concept designs of (NAME) Jenie Gao for (TITLE) The Time is Ours, their site-specific public art proposal for the Metro Transit Facility; and

 

BE IT FURTHER RESOLVED, that the Purchasing Supervisor is hereby authorized to execute an agreement for up to $110,000 for the design, fabrication, and installation of a public artwork between the City of Madison and (NAME) Jenie Gao.
