Federal, State, and other dollars are available to cover the project costs and were approved by the Common Council at various times during 2007.
Title
Authorizing the carry-over of CDBG, HOME and other funds, and the extension of previously authorized projects within the Community Development program budget.
Body
The CDBG Commission has traditionally identified certain projects for Council approval to "carry-over" their funds approved in previous years. Typically, the Commission has recommended carry-over of selected capital projects that have encountered some difficulty beyond their control or which face unusual circumstances. The CD Office normally continues those projects that have been approved by the Council since April, or capital projects that have entered into subcontracts for implementation by December 15 of each year.

WHEREAS, the Community Development Block Grant Program, as amended, and its implementing regulations located at 24 CFR 570.200 ff., permit the City of Madison to help community agencies which benefit low and moderate income persons; and
WHEREAS, the CDBG Commission and CD staff have reviewed these recommendations, find that they further the goals of the CD program expressed in the Five-Year Community and Neighborhood Development Plan; and recommend Council adoption;
NOW THEREFORE BE IT FURTHER RESOLVED that the Common Council approves the carry-over of the following projects, to be completed by December 31, 2008, for the reasons identified:
w Hiestand concentration neighborhood plan implementation project funds, including two neighborhood park improvement projects and a neighborhood identity signage project for a total of up to $126,300, because of some delays in the final approval of the plan, negotiations regarding the selection of projects, and the need to obtain DNR approvals regarding navigable streams;
w South West (Meadowood) concentration neighborhood plan implementation project funds, including projects for community gardens, park safety improvements, home security, and homeownership promotion, up to $120,000; due to an extended planning preparation process for the overall neighborhood plan;
w Movin' Out Homeownership: up to $173,772 in HOME funds to assist low income households with disabilities move into homeownership, up to an additional $224,000 in HOME/match finds to help secure rental housing for their rental housing preservation project;
w Arboretum Co-housing (up to $188,800) and Habitat: Erin/Emerald (up to $88,000) co-housing and workforce housing homeownership projects; (HOME and EDI funds)
w CDBG Office for a Northport Commons Homeownership Assistance Projects up to $418,000 in HOME funds
w Wisconsin Partnership for Housing Development: up to $292,320 in HOME funds for a homebuyers' assistance project.
NOTE: The proposals describing the above projects and the CDBG Commission recommendation are available on file in the Council Office and in the CDBG Office. For the information of the Common Council, the following previously approved projects would be extended into the year 2008 (except where noted), because they were approved since April 2007, were approved for a longer term contract, are financed with special funding that carries a longer term commitment, or had committed capital funds through a subcontract to accomplish the project:

Wisconsin Partnership/Movin' Out: Multi-family Housing Development in Twin Oaks and a second project for Hilldale Heights (HOME)

State ESG or HCRI-funded projects including Youth Services of Wisconsin (Briarpatch), Community Action Coalition, Dane County Parent Council, DAIS, Interfaith Hospitality Network, Porchlight, Port St. Vincent, Salvation Army, Tenant Resource Center, and YWCA
Federal EDI-funded (and CDBG or HOME or SHP-funded) projects including the CDBG Office, Wexford Center, and Habitat projects, and Porchlight's Pheasant Ridge Trail Services and Operations.
