Federal, State, and other dollars are available to cover the project costs and were approved by the Common Council at various times during 2008.  No City dollars are included in this Resolution.
Title
Authorizing the carry-over of CDBG, HOME and other funds, and the extension of previously authorized projects within the Community Development program budget.
Body
The CDBG Commission has traditionally identified certain projects for Council approval to "carry-over" their funds approved in previous years. Typically, the Commission has recommended carry-over of selected capital projects that have encountered some difficulty beyond their control or which face unusual circumstances. The CDBG Office normally continues those projects that have been approved by the Council since April, or capital projects that have entered into subcontracts for implementation by December 15 of each year.

WHEREAS, the Community Development Block Grant Program, as amended, and its implementing regulations located at 24 CFR 570.200 ff., permit the City of Madison to help community agencies which benefit low and moderate income persons; and
 
WHEREAS, the CDBG Commission and CDBG staff have reviewed these recommendations, find that they further the goals of the CDBG program expressed in the Five-Year Community and Neighborhood Development Plan; and recommend Council adoption;
 
NOW THEREFORE BE IT FURTHER RESOLVED that the Common Council approves the carry-over of the following projects, to be completed by December 31, 2009, for the reasons identified:
 
·      Arboretum Co-Housing Erin for co-housing and workforce housing homeownership projects due to slowed housing market (HOME/EDI)
 
·      City Parks; Hiestand concentration neighborhood project funds, pathways and culvert/bridge due to weather delays (CDBG)
 
·      CDBG Office;  ADDI down-payment program (HOME) and Village Co-Housing Down-payment Assistance program due to a slow housing market (HOME)
 
·      Movin' Out Rental 2007-08 due to a Federal Grant application where this rental property will be used as the property model for the grant to be received in 2009 (HOME)
 
·      The Road Home (f/k/a Interfaith Hospitality Housing) Acquisition Project due to a delay of site search (HOME/AHTF)
 
·      Porchlight; Housing for Families due to a delay in finding an appropriate property for acquisition. (HOME)
 
·      Porchlight Safe Haven; replacement due to the timing of the Truman Olson process (HOME)
 
·      Wisconsin Partnership for Housing Development for a homebuyers assistance project due to delayed CDA negotiations (HOME)
 
·      Urban League of Greater Madison; Center for Economic Development due to the delayed CDA/ Villager negotiations (CDBG)
 
NOTE: The proposals describing the above projects and the CDBG Commission recommendation are available on file in the Council Office and in the CDBG Office.
 
For the information of the Common Council, the following previously approved projects would be extended into the year 2009 (except where noted), because they were approved since April 2008, were approved for a longer term contract, are financed with special funding that carries a longer term commitment, or had committed capital funds through a subcontract to accomplish the project:
