Fiscal Note
This amendment provides $60,000 in funding from the Contingent Reserve to the 2014 operating budget for Miscellaneous Appropriations to support the Capitol Area Regional Planning Commission (CARPC).
Funding of $60,000 is available in the 2014 adopted City operating budget, which has appropriated $1,200,000 in funding for the Contingent Reserve. The current uncommitted balance in the Contingent Reserve is $724,387 which will be reduced to $664,387 upon the adoption of this amendment. There is no net impact on the tax levy.

Amending the 2014 Operating Budget to appropriate $60,000 from the Contingent Reserve to Miscellaneous Appropriations to be paid to the Capitol Area Regional Planning Commission.
Body
WHEREAS, the City of Madison and the Dane County region have received substantial benefit from the Capitol Are Regional Planning Commission (CARPC), and
WHEREAS, roughly sixty percent of CARPC's work relates to water quality planning, and
WHEREAS, CARPC led an effort of twenty-seven governmental, business and non-profit entities to come together seek funding for collaborative and multi-faceted approaches to regional challenges, and
WHEREAS, this effort led to CARPC receiving a three-year, $2 million grant, expanding the partnership to almost 40 organizations including local governments, the United Way, Centro Hispano, Mentoring Positives, and the Urban League, and using this partnership to address issues such as equitable access to opportunities, and
WHEREAS, CARPC has produced, among other things, a Fair Housing Equity Assessment, a Market Demand study looking at Bus Rapid transit and other walkable transit-supportive communities, and a report on sustainability indicators, and
WHEREAS, CARPC has engaged a number of communities, including Madison, in the Future Urban Development Area planning process, which brings together neighboring jurisdictions in cooperative planning to protect vital natural resources, promote efficient development, and preserve farmland, and
WHEREAS, the funding for a regional planning commission comes from a charge to the county, and
WHEREAS, CARPC has had ether cuts or flat budgets for a number of years, which has lead to a current budget that is 5% lower than it was in 2007, and
WHREAS, after partial furloughs, increasing staff turnover and an inability to hire an executive director, the CARPC commissioners have concluded that current funding will not even provide a minimally effective regional planning effort, and
WHEREAS, the towns, the county, and the cities and villages are planning to lobby for a legislative change next year to provide some relief for the county budget, and
WHEREAS, in the interim, the region cannot risk losing the valuable work of CARPC has done on equity, transportation, water quality, and regional planning, and
WHEREAS, the Mayor offered for the city to provide a portion of the funding to keep CARPC operating for another year while the parties work on alternative budget solutions,
NOW, THEREFORE, BE IT RESOLVED, that funds shall be allocated from Contingent Reserve in the amount of $60,000 to the Miscellaneous expenses to be paid to CARPC.
