The proposed resolution authorizes the City’s application for the Transportation Alternatives Program. The City’s application will request funding for 4 projects that would add to the City’s path network. TAP funding for three of the four projects is included in the 2020 Executive Capital Improvement Plan.
• Troy Drive: Amounts in 2020 CIP consistent with grant application
• Cannonball Path Extension: Amounts in 2020 CIP consistent with grant application
• Autumn Ridge Path: Design funded in 2019; no additional funds assumed in 2020 CIP
• New Path-E Johnson Street: Not currently included in 2020 CIP
Grant awards from this funding process may result in adjustments to the project budgets for these items.

This resolution provides the required support of the projects noted and provides authorization to apply for funds under the WisDOT Transportation Alternatives Program (TAP).
The City of Madison endeavors to provide its citizens with a robust, sustainable, multi-modal transportation system, including a major emphasis on bicycling and walking as viable and desirable modes of travel. The City has made major investments in bicycling and walking infrastructure and this priority is reflected in current budgets. Many of the City’s important existing bike-related infrastructure projects were successfully completed with Federal Transportation Enhancements (TE) funding participation in partnership with WisDOT, and the City continues to seek Federal funding for planned major bicycle or pedestrian infrastructure projects.
This application will include four (4) proposed bicycle and pedestrian improvement projects, and these projects will prioritized on the application.
1. Replacement of the Troy Dr. pedestrian underpass of the railroad tracks
2. Extension of the Cannonball path along Fish Hatchery Rd. by modifying the location of the curb to create a shared, off-street path
3. Autumn Ridge Path - shared use path between Milwaukee St. and STH 30 (east of Stoughton Rd. and west of Swanton Rd.)
4. Install a new off-street path along the northwesterly side of E. Johnson St. and Pennsylvania Ave. between First St. and Sixth St. and improve Pennsylvania Ave. between Sixth and Commercial Ave. to connect the bicycle and pedestrian facilities.
BE IT HEREBY RESOLVED:
1. That the Engineering Division and Department of Transportation are authorized to submit an application for Federal funds under the 2020-2024 WisDOT Transportation Alternatives Program (TAP).
2. That the Mayor and Common Council fully support the projects included in the TAP application.
