The Comptroller shall encumber $1,025,000 for the anticipated shortage of STP Urban Funds. The agreement requires the City to pay all costs in excess of available State and Federal Funds and a shortage is anticipated. The City share shown above includes the anticipated shortage in funds.

Approving plans and specifications and authorizing the Mayor and City Clerk to enter into agreements with the Wisconsin Department of Transportation for the construction of East Washington Avenue Segment Four (STH 30 Interchange). (15th & 17th ADs)

PREAMBLE
The City of Madison and the Wisconsin Department of Transportation have prepared the plans for the reconstruction of East Washington Avenue Segment Four. The reconstruction of East Washington Avenue Segment Four includes reconstructing East Washington Avenue from Marquette Street to Pinecrest Drive, reconstructing Aberg Avenue/ STH 30 from McCormick Ave to Fair Oaks Ave, a cul-de-sac on McCormick Avenue, on and off ramps at Hwy 30 to provide for all traffic movements at the intersection, Fair Oaks Avenue STH 30 on and off ramps, and Fair Oaks Avenue at STH 30.
The project also includes replacement of the sanitary sewer, storm sewer and water main as needed, street lighting, and a new East Washington Avenue Bridge over STH 30 including aesthetic treatments. Bike lanes will be provided on East Washington Avenue.
The project will be funded with State and Federal Funds and those funds will cover a significant portion of the cost of reconstruction. The State of Wisconsin Department of Transportation will bid and oversee the reconstruction project.
On February 18, 2003 the Common Council approved the Environmental Assessment for this project and the roadway geometric configuration contained in the Assessment. The Environmental Assessment and the goemetrics contained within were based on the 1999 East Washington Avenue Corridor Study Final Report.
The City of Madison will furnish and install various traffic signal and lighting materials under an agreement with the WDOT. The agreement requires that the City indemnify WDOT. City APM 1-1 requires Common Council approval whenever the City indemnifies another party and the funding by WDOT for these installations carries low risk and benefits the general public.
NOW THEREFORE BE IT RESOLVED, that the plans and specifications for East Washington Avenue Segment Four are hereby approved, and
BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to enter into an agreements with the Wisconsin Department of Transportation (WDOT) for the construction of East Washington Avenue Segment Four, and
BE IT FURTHER RESOLVED, that the Mayor and City Clerk are hereby authorized to execute a contract for construction by City forces with WDOT for supplying and installing various traffic signal and lighting materials and that the Common Council approves indemnification of WDOT under this contract.
