The total project cost is estimated at $15,000, with $7,500 in Neighborhood Grant funding already included in the 2007 Planning Unit adopted operating budget, and the remaining $7,500 to be funded with grant and private proceeds. No additional levy funds are required.

Authorizing the acceptance of a 2007 BUILD (Better Urban Infill Development) Grant from Dane County for consultation services to prepare a market study for a planning area that includes the Royster-Clark site and portions of the adjacent business district on Cottage Grove Road and amending the 2007 Planning Unit Adopted operating budget to recognize additional revenues and expenditures.

WHEREAS the site of the now-closed Royster-Clark plant on Cottage Grove Road has long been recognized in adopted City plans as a location with significant potential for urban infill redevelopment with more appropriate alternative employment, residential, and commercial uses in the event that the facility was no longer needed for fertilizer production; and
WHEREAS the Royster-Clark company has been purchased by Agrium Corporation, which has determined the fertilizer plant to be surplus to their needs and is preparing to sell the facility and site to an interested buyer; and
WHEREAS the City of Madison Planning Division, working with a Planning Team comprised of elected officials, neighborhood representatives, business operators and property owners within the planning area, is currently scheduled to begin preparation of a special area plan for the former Royster-Clark site and portions of the adjacent Cottage Grove Road business district to guide the future redevelopment of the site and enhance the surrounding neighborhoods; and
WHEREAS the City intends to engage a consultant to prepare a market feasibility study for the planning area to inform the planning process and help ensure that the recommendations in the special area plan will not only reflect neighborhood and business community goals and objectives, but will also be realistic and have a high probability of implementation; and
WHEREAS the estimated cost of the market feasibility study is $15,000; and
WHEREAS the City applied to Dane County for a 2007 BUILD (Better Urban Infill Development) planning grant in the amount of $7,500 to help fund the market feasibility study; and
WHEREAS the City was awarded a Dane Count BUILD grant in the amount of $7,500; and
WHEREAS the required matching funding for the BUILD grant will be provided by a 2007 City of Madison Neighborhood Grant in the amount of $7,000 designated for that purpose awarded to the Lake Edge Neighborhood Association-Eastmorland Community Association, along with an additional $500 raised from private donations by the neighborhood associations.
NOW THEREFORE BE IT RESOLVED that the Common Council does hereby accept the $7,500 BUILD grant from Dane County for a market feasibility study for the Royster-Clark planning area and authorizes the Director of the Department of Planning and Community and Economic Development to execute the grant agreement with Dane County associated with these funds, and to enter a competitive process for hiring a consultant under the City purchasing guidelines for contracts less than $25,000.
BE IT FINALLY RESOLVED that the 2007 Planning Unit Adopted operating budget be amended as follows:
