The proposed Agreement with Baxter Woodman for professional engineering services for the upgrade of Unit Well 26 will not exceed $45,000 $62,100.
 
Funds for this project are included in the 2012 Water Utility Capital Budget, Account #EW01-55210-810458.

SUBSTITUTE:  Authorizing the Mayor and the City Clerk to execute a Professional Services Agreement with Baxter Woodman for the preparation of drawings and specifications, permitting, bidding, and construction administration for the Utility's upgrade of Unit Well 26 located at 910 High Point Road (9th AD).
Body
WHEREAS, Unit Well 26 located at 910 High Point Road is a critical source of water supply to Pressure Zones 8 and 10 on the far west side of the City. Reliability of this facility is critical to the water system and the Utility has identified the need for a standby generator and other equipment improvements to the system; and
 
WHEREAS, Madison Water Utility relies on Unit Well 26 as a critical supply component of the far west water supply system. Over the last 20 years the area has experienced significant development and an increase in water demand and fire protection capacity has been identified in the Utility's Master Plan. The system relies on electrical power to operate and an extended power outage could cripple the water system in the High Point Road area; and
 
WHEREAS, Madison Water Utility has advertised for, received, and evaluated professional engineering consultant proposals for the work, and selected Baxter Woodman for this work;
 
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and the City Clerk are authorized to execute a Professional Services Agreement not to exceed  $45,000 $62,100 with Baxter Woodman for facility design, permitting, preparation of drawings and specifications, bidding services, and construction administration services for the upgrade of Unit Well 26 and the addition of a generator to that facility.
 
BE IT FURTHER RESOLVED, that change orders that do not exceed the Madison Water Utility's approved budget or the scope of the project as authorized by the Common Council may be executed by the Water Utility General Manager and City Finance Director and/or designee, and counter executed by Baxter Woodman.
