The proposed ordinance change expands the Snow Emergency Zone (SEZ) and exempts the streets within the expanded zone from alternate-side parking restrictions unless the City declares a snow emergency.
Traffic Engineering estimates that the change would require approximately 900 signs to fabricate and install at a cost of $50,000. Costs in 2019 would be approximately $5,000 to sign the boundaries of the expanded area and can be absorbed within existing resources. Remaining signs would be fabricated and installed as budgets allowed.
It is the City’s intention to expand the Clean Streets Clean Lakes zone (CSCL) to match the expanded SEZ to increase street sweeping activities and allow for a weekly opportunity to plow to the curb within the zone. Expanding CSCL can be done administratively by the City Engineer and does not require an ordinance change. Signing for this conversion is estimated to cost approximately $200,000 to put stickers on existing signs (1,600) and install new signs (1,470) where needed. A companion resolution (Legistar 57211) will be introduced to fund these costs by transferring existing budget authority from the Streets Division Emerald Ash Borer capital project to a new project in Traffic Engineering. Additional costs of $60,000 to $100,000 to permanently sign the area will be funded over the next few years by the Stormwater Utility in support of the street sweeping activities.
Parking Enforcement does not foresee any material operating expense impact due to this change. Parking Enforcement Officers will spend more time patrolling the areas outside of the SEZ when snow emergencies are not in effect.
Alternate Side Parking (ASP) citations are $20 and revenue from 7,164 citations for the November 2018 - March 2019 season was $143,280. SEZ citations are $60 for a ticket and $120 if the vehicle is towed. Revenue from 4,179 citations for the same period was $250,740. Revenue impacts of the change are difficult to estimate and are dependent on the number of snow emergencies and the mix of ASP and SEZ citations; however, it is not anticipated that revenues will decline.
No operating budget appropriation is necessary due to this change.

DRAFTER'S ANALYSIS: This proposal amends Sec. 12.1335, MGO to expand the area the City defines as a “Snow Emergency Zone.” As such, this amendment will exempt additional streets from the alternate-side parking restrictions outlined in Subsection (1), unless the City declares a snow emergency.

The Common Council of the City of Madison do hereby ordain as follows:
Section 12.1335 entitled “Alternate-side Parking and Snow Emergency Parking” of the Madison General Ordinances is amended to read as follows:
“12.1335 ALTERNATE-SIDE PARKING AND SNOW EMERGENCY PARKING.
(1) Alternate-side parking. From the dates of November 15 to March 15, between the hours of 1:00 a.m. and 7:00 a.m. all vehicles will be parked only on the even-numbered side of the street on even-numbered calendar days, and only on the odd side of the street on odd-numbered calendar days; unless otherwise posted or exempted in this ordinance. No person shall park, stop, or leave standing any vehicle in violation of this subsection.
A street which is divided by a boulevard, median strip, or other separation between the traveled portions of the roadway shall be considered to be one street for the purposes of this ordinance. A street which is a circle or court and is numbered with all odd or all even house numbers shall not be exempt from this ordinance unless specifically listed under the exceptions in Subsection (5).
(2) "Snow Emergency Zone." Alternate-side parking as defined in Subsection (1) shall not apply to an area defined as a Snow Emergency Zone unless a snow emergency has been declared under this section. The Snow Emergency Zones are described below and represented in a map available at https://www.cityofmadison.com/residents/winter/parking/SEZ.cfm
(a) The area bounded by the intersection of South Park Street, West Washington Avenue, and Vilas Avenue continuing north to Lake Mendota, to the Yahara River, to Lake Monona, to the northern border of Brittingham Park continuing to the intersection of South Park Street, West Washington Avenue, and Vilas Avenue. No boundary streets in this subsection are included as part of the Snow Emergency Zone All streets in Aldermanic District 2, as defined in Sec. 15.03(2), MGO.
(b) The area bounded by the intersection of South Park Street and Regent Street, to Monroe Street, to Edgewood Avenue, to Vilas Park Drive, to South Mills Street, to Delaplaine Court, to South Park Street, continuing to the intersection of South Park Street and Regent Street. Boundary streets in this subsection are not included as part of the Snow Emergency Zone except Edgewood Avenue, Vilas Park Drive, and Delaplaine Court All streets in Aldermanic District 4, as defined in Sec. 15.03(4), MGO.
(c) All streets in Aldermanic District 6, as defined in Sec. 15.03(6), MGO.
(d) All City streets in Aldermanic District 8, as defined in Sec. 15.03(8), MGO, and further defined as all streets east of, and including, North Park Street, and south of, and including, University Avenue.
(e) All streets in Aldermanic District 13, as defined in Sec. 15.03(13), MGO.
(f) A portion of the streets in Aldermanic District 5, defined as the area bounded by the intersection of North Franklin Avenue and University Avenue, to Campus Drive, to University Avenue, to the intersection of University Avenue and North Randall Avenue, to the intersection of North Randall Avenue and Regent Street, to the intersection of Regent Street and South Spooner Street, to the intersection of South Spooner Street and Rowley Avenue, to the intersection of Rowley Avenue and Commonwealth Avenue, to the intersection of Commonwealth Avenue and Hillington Green, to the intersection of Hillington Green and Norwood Place, to the intersection of Norwood Place and Virginia Terrace, to the intersection of Virginia Terrace and Regent Street, to the intersection of Regent Street and Speedway Road, to the intersection of Speedway Road and South Franklin Avenue, to North Franklin Avenue, continuing to the point of beginning. All boundary streets in this subsection are included as part of the Snow Emergency Zone.
(3) Signage. The Traffic Engineer shall erect appropriate signs designating the restrictions as required under Wis. Stat. § 349.13.
(4) Snow Emergency Parking. The Street Superintendent, or designee, may declare a snow emergency whenever it becomes necessary to clear the streets of snow and ice to effectuate the movement of vehicles. Factors which constitute a snow emergency include, but are not limited to, the accumulation of snow or ice on any street or area which hinders the safe movement of traffic or impedes the ability of emergency vehicles and public transportation vehicles to travel safely and expeditiously over such streets or areas.
(a) Media Declaration. The Street Superintendent, or designee, shall declare the beginning of a snow emergency and the application of emergency snow parking regulations by appropriate public media.
(b) Duration. A snow emergency declared under this subsection shall remain in effect for 48 hours unless specifically extended by the Street Superintendent or designee through a second media declaration under Subsection (4)(a). or unless cancelled under Subsection (5)(d).
(c) Parking Restrictions During Snow Emergency. Upon the declaration of a snow emergency under this subsection, the alternate-side parking restrictions under Subsection (1) shall apply to the entire city, including the area within the city defined in Subsection (2) as a Snow Emergency Zone and no person shall park, stop or leave standing any vehicle in violation of Subsection (1) for the duration of the snow emergency, unless otherwise excepted in Subsection (5). The declaration of a snow emergency is not limited to the dates of November 15 to March 15 as listed in Subsection (1).
(d) Any person violating Subs. (1) or (4)(c) of this ordinance is subject to towing and fees for towing pursuant to Sec. 12.1331, MGO.
(e) Cancellation of Snow Emergency. The Mayor, or designee, after consultation with the Street Superintendent, or designee, may suspend the provisions of this subsection, whereupon Subsections (1), (2), (3), and (5) shall be in effect in their entirety.
(5) Exceptions. The following streets or portions of streets shall be excepted from the provisions of this ordinance:
(a) Blocks of streets which prohibit parking at all times on one side of said block or street and which permit parking of any status on the other side of said block or street. "Block" shall mean that portion of a street between two intersecting streets. For purposes of this section, an intersecting street includes both a street which fully intersects the street in question, and a street which begins or terminates at the street in question.
(b) Jenifer Street between Williamson Street and South Baldwin Street.
(c) The following portions of streets, commonly known as "circles" or "courts":

(6) Violations.
(a) Any person violating Subsection (1) when there is no snow emergency is in violation of this section.
(b) Any person violating Subsection (1) or (4)(c) during a snow emergency is in violation of this section.”
